"The Court simply decided that due to a procedural formality... the procedures not immediately will lead to the further examination of the merits of the complaint against Russia," said a statement of the Government.

"However, the Court has the option open, the case can continue once the formal conditions for the exercise of the jurisdiction of the Court, the 1965 Convention, have been met."
